小泉純一郎元首相が一日、伊勢市朝熊町の県営サンアリーナで開かれた国際ロータリー第二六三〇地区大会に招かれ、特別記念講演した。小泉元首相は新政権が政権公約をほぼ実現できないとの見方を示し、「できるのは消費税を値上げしないことだけでは」とやゆした。

　行財政改革を「言うは易（やす）く行うは難し」と、経験を踏まえて語った小泉首相。新政権に対し、「自民党政権時代より国債発行の減額は百パーセント近くできない、断言できる。特殊法人・特別会計で数兆円程度無駄を省いてマニフェストを実現することもできないだろう」とした。

　一方で、鳩山由紀夫首相が表明した温室効果ガスの削減を評価。「国民にとって大きな負担になるが、軽減するような政治的な誘導策があれば、脱石油依存の経済対策ができ、素晴らしい省エネ技術もできてくるのでは」との見解を示した。

　政権交代については「民主主義の時代、いつかは政権交代する。今回の交代も異例ではなく、むしろ今まで五十年近く自民が政権与党だったことの方が異例中の異例だった」と指摘。「自民党にできなかったことを民主党にやってもらって、少しは苦しさを味わってもらうのがいいかなと思いたい」と語った。

　このほか、首相の伊勢神宮参拝は「何も言われない」のに、靖国神社の参拝は「憲法違反」との批判が上がったと指摘。「世の中にはおかしいことがいろいろある」とぼやいて、聴衆の笑いを誘った。
